I'm a bit of a newbie, so i wonder if I'm missing something simple for dealing with mining fatigue other than carrying a bunch of pails of milk.
It takes freakin' forever to get anything done close to an elder guardian. What, if anything, am I missing to make life easier in an Ocean Monument. I have killed one Elder Guardian, but the other two won't stop pestering me, and I haven't found them yet.

You will have to get rid of them to get it to finally stop. To get through the walls to find them, you could cover TNT in blocks to remove all water that could interfere with the TNT and then ignite it.

Great idea. I hadn't thought of that. I have plenty of gunpowder too, since this world seems to be over run with creepers!

If you can get sponge, clearing the water becomes much easier, just start at the ceiling and work your way down. The elder guardians are located one at the top, one in the treasure room, and one in the other side of the monument.

I tried it with terrible results. I gave my wife my glasses for a second, a creeper showed up and now my wife is pregnant.

Thanks for that info. The first Elder Guardian I killed dropped a wet sponge. I didn't know what it was for. Now I know. I'll dry it out and try it out.

One sponge isn't going to do much, especially since the mining fatigue is going to make it harder to pick it back up for redrying.
If you want to get rid of the water before defeating the Elders you could try filling the space with signs.

That one sponge will help get you quickly a foot hold in a smaller room. Place it just in from the corner on the ceiling and then you can place torches up there for better visibility and easy air pocket to work from. Keep your eye out for a sponge room, which is a small something like 8x8 room located in the ceiling above a small room of the same size below. One of those rooms will contain about 30 sponges.

Slime Blocks (and another block type, possibly Netherrack also) are minimally affected by the mining fatigue, so they are very useful when the Elder Guardian(s) are still present, and you want to clear water by using the place block - destroy block method...

The fast way to end your mining fatigue for good:
One Elder Guardian you find coming down through the top (point of the pyramid.)
The 2 other Elder Guardians are near the ends of the two sides.
So, overall looking down from above, kill the E's:

Dynamite your way in at the ends of the 2 sides.
How do you use dynamite underwater?
Place dynamite
Place gravel on the dynamite
Light the dynamite (the gravel falls into the dynamite and allows it to make an explosion)
Swim away fast.
Once you make a hole, swim in there and the Elder Guardian will be nearby. Chop until dead.
Don't use dynamite at the point of the pyramid for the elder in there - just makes a mess. Just swim in and start chopping there.
The equipment I like to use is potions of Night Vision and Strength, and on my diamond armor, Protection IV, Depth Strider, Respiration III, and Aqua Affinity. Probably overkill, but whatever, I hate getting killed. I place a torch at my head whenever I need another breath.
By the way, Dynamite, Slime Blocks, and also Reeds can still be broken instantly while under Mining Fatigue.
Netherrack can be broken by an Efficiency IV pick in reasonable time even if Mining-Fatigued (similar to getting wood by hand.)

Kill the elders first, and then you will be fine, for the elder's are the one that provide the mining fatigue, so you should start with that and then worry about the raiding/destroying part of the temple after.
Water potions, and Milk is what I bring.

I found a room full of sponges,so I have a handful of them now.
I'm also carrying two stacks of signs, which isn't all that many since signs don't stack all that well.
I have located the second elder, but i got killed three times so far trying to get him. I,m trying now to fill his room with sand and get him in a corner.

I tried nether rack, but it takes about as long to break as sand does when fatigued. It was worth a try, though.

Wiki shows same time to break for sand w a diamond shovel as netherrack w a diamond pick, so yeah. Interestingly, a golden pick would be twice as fast as diamond for netherrack, and you could get 130+ uses out of the golden pick if it had Unbreaking III on it.
I like to use the netherrack to build a guardian-beam-proof platform above the point of the pyramid, to house my nether portal. A misclick, placing a block wrongly, isn't a huge obstacle even if mining-fatigued, if using netherrack.
Of course you have your own uses for sand.

The more Elder Guardians you kill the longer milk lasts. With 3 elders, one zaps you every minute, so you get zapped 3 times a minute. When you're down to two, you only get zapped 2 times per minute. I just killed the second elder, so I'm down to one, and if I drink the milk immediately after getting zapped, it lasts a full minute.
